1. Cosmetics are divided into special cosmetics and ordinary cosmetics. The state implements registration management for special cosmetics and filing management for ordinary cosmetics. It is recommended that consumers check the registration or filing information of cosmetics through the National Medical Products Administration website or the mobile app ‘Cosmetics Supervision’, and do not purchase cosmetics that have not been registered or filed, or that do not match the registered or filed information.
2. According to the ‘Measures for the Administration of Cosmetic Labeling’ and other regulations, the content of cosmetic labels shall be legal, true, complete, accurate, and consistent with the relevant content of product registration or filing. It is recommended that consumers carefully check the name and address of the production enterprise, the production license number, and the registration certificate number for special cosmetics or the filing number for ordinary cosmetics when purchasing cosmetics.
3. According to the ‘Classification Rules and Classification Catalogue of Cosmetics’ and other regulations, cosmetic efficacy claims shall have sufficient scientific basis. Cosmetics are prohibited from explicitly or implicitly indicating that the product has medical effects, and are prohibited from using false, exaggerated, or absolute words to make false or misleading descriptions. Consumers should be wary of products claiming strong or quick effects, and be wary of absolute or false propaganda such as ‘pure plant’ or ‘pure natural’.
