To effectively regulate the order of the cosmetics market in the province, protect consumers’ legitimate rights and interests, and effectively prevent and resolve cosmetics quality and safety risks, the Provincial Drug Administration recently organized regulatory personnel to focus on key areas and key places, and carried out market inspections on key business places such as cosmetics wholesale markets, beauty and hair care institutions, supermarkets and department stores, and mother and baby stores across the province, building a ‘protective net’ for market safety.
This inspection adhered to the principles of ‘problem-oriented, targeted efforts, and closed-loop rectification’, focusing on the legality of business qualifications, traceability of product sources, and standardization of labels and markings. Regulatory personnel verified purchase ledgers, invoices and certificates, supplier market entity registration certificates, and special cosmetics registration information, and checked for illegal activities such as selling ‘three-no’ products, counterfeit and shoddy products, and false advertising.
During the inspection, regulatory personnel adhered to the ‘law enforcement + legal education’ service concept, and explained to business operators on site the ‘Regulations on the Supervision and Administration of Cosmetics’, ‘Measures for the Supervision and Administration of Cosmetics Production and Operation’, and ‘Provisions on the Supervision and Administration of Enterprises Implementing the Main Responsibility for Cosmetics Quality and Safety’, guiding merchants to improve ledger management, standardize business operations, and implement the main responsibility for quality and safety, further enhancing awareness of law-abiding operations.
Next, the Provincial Drug Administration will continue to improve the normalized inspection mechanism for cosmetics business operations, increase the frequency of inspections in key periods and key areas, strengthen coordination and linkage between departments, and with normalized supervision, precise law enforcement, and refined services, strive to create a safe, orderly, fair, honest, and reassuring cosmetics market consumption environment.
