2026 Q3 desk: GB 7916, No. 70, allergen cut, Illinois

MoCRA expanded FDA’s cosmetics authority: facility and product listing, safety substantiation, serious adverse event reporting, and a still-moving rulemaking calendar.
China’s Cosmetic Supervision and Administration Regulation (CSAR) is the umbrella. 2026 added a mandatory national safety standard (GB 7916), a rewritten NCI dossier rule, and a registration/filing relief package (Announcement No. 70).
Japan splits cosmetics and quasi-drugs under the PMD Act. Cosmetics follow the Standards for Cosmetics; many “functional” claims push a product into quasi-drug approval.
Korea’s MFDS regulates cosmetics under the Cosmetics Act: responsible-seller duties, functional cosmetics, ingredient safety standards, and a 2025–2031 safety-assessment build-out.
The ASEAN Cosmetic Directive (ACD) is a common product standard. You still notify in each Member State. Annex updates often track the EU with a lag.
No. 70 is real relief on raw-material codes and shared evidence. It is also a responsibility shift. If the inspector asks, the file must still exist.
No. 70 eases several filing fields, encourages China-first launches, and moves raw-material safety files to company archives. Less portal typing is not less evidence.
A “new INCI” is not one global project. China wants No. 59. The EU wants an annex path or a documented history. The US wants safety substantiation and a listing that matches the label.
NMPA replaced the 2021 new-ingredient dossier rule. If you are mid-NCI, read No. 59 before the next submission.
