China’s Cosmetic Supervision and Administration Regulation (CSAR) is the umbrella. 2026 added a mandatory national safety standard (GB 7916), a rewritten NCI dossier rule, and a registration/filing relief package (Announcement No. 70).
GB 7916 is a mandatory national standard. STSC is not deleted. The 2026 job is mapping, not throwing away the old binder.
SAC published GB 7916—2026, the first NMPA-led mandatory national standard for cosmetic safety. Read it with STSC, not instead of STSC.
NMPA published a supplementary cosmetic test method (Announcement No. 72). Treat it as a method-table update, then see if any SKU is in scope.
No. 70 is real relief on raw-material codes and shared evidence. It is also a responsibility shift. If the inspector asks, the file must still exist.
No. 70 eases several filing fields, encourages China-first launches, and moves raw-material safety files to company archives. Less portal typing is not less evidence.
A “new INCI” is not one global project. China wants No. 59. The EU wants an annex path or a documented history. The US wants safety substantiation and a listing that matches the label.
