Instrument: Guangdong Provincial Drug Administration Announcement No. 12 of 2026. Scope: 33 enterprises listed in the attachment. Effective period: February 1, 2026 – January 31, 2029. Basis: National Medical Products Administration Notice on Carrying Out Cosmetics Electronic Label Pilot Work (Guo Yao Jian Zhuang [2025] No. 16) and Guangdong Provincial Drug Administration Notice on Carrying Out Cosmetics Electronic Label Pilot Work (2025 No. 108). Requirement: During the pilot period, the listed enterprises may use electronic labels to mark Chinese labels on cosmetics.
The Guangdong Provincial Drug Administration has designated 33 enterprises, including Guangzhou Procter & Gamble Co., Ltd., as the first batch of cosmetics electronic label pilot enterprises in Guangdong Province. From February 1, 2026, to January 31, 2029, these enterprises may label cosmetics Chinese labels through electronic labels. This pilot follows the national and provincial requirements for cosmetics electronic label trials.

According to the “Notice of the National Medical Products Administration on Carrying Out Cosmetics Electronic Label Pilot Work” (Guo Yao Jian Zhuang [2025] No. 16) and the “Notice of the Guangdong Provincial Drug Administration on Carrying Out Cosmetics Electronic Label Pilot Work” (2025 No. 108), 33 enterprises including Guangzhou Procter & Gamble Co., Ltd. are determined as the first batch of cosmetics electronic label pilot enterprises in Guangdong Province. From February 1, 2026, to January 31, 2029, the pilot will mark Chinese labels on cosmetics through electronic labels.
