Recently, the Provincial Drug Administration officially issued the “Guangdong Province Cosmetics Enterprise Production Quality Management System Improvement Three-Year Action Plan (2026–2028)”, aiming to comprehensively promote the high-quality development of the province’s cosmetics industry and help Guangdong leap from “scale leadership” to “quality leadership” and “innovation-driven”, building a strong cosmetics manufacturing province and quality benchmark.
By the end of 2028, the plan strives to achieve four core goals: comprehensive enhancement of enterprise responsibility awareness and significant improvement in the performance capabilities of key position personnel; overall improvement in the operation level of enterprise quality systems and significant enhancement of risk prevention and control capabilities; a more solid industry quality foundation, with benchmark enterprises driving collaborative progress across the supply chain; and continuous optimization of regulatory service capabilities, with a social co-governance pattern involving multiple parties basically formed, effectively safeguarding the safety and rights of consumers using cosmetics.
To implement the goals, the plan deploys 16 key tasks and implementation measures in three major areas: precise measures to help enterprises upgrade their quality systems, sort out common industry problems, improve the “trinity” quality improvement mechanism, establish a three-level responsibility system and full-staff training mechanism, enhance the performance capabilities of key position personnel, and strengthen quality and safety risk prevention and control capabilities; optimize the environment to promote high-quality development of the cosmetics industry, optimize production quality management systems, improve the efficiency of quality system supervision, cultivate head cosmetics enterprises and internationally renowned brands, fully support the construction of Guangzhou’s “International Beauty Bay”, expand the influence of the “Guangzhou International Beauty Week”, rely on the research resources of the Greater Bay Area to promote technological innovation, promote the experience of benchmark enterprises, and basically form a social co-governance pattern; empower development to promote the improvement of regulatory department service efficiency, implement tiered and classified supervision, improve inspection standards, strive to build a whole-chain smart supervision system for cosmetics, strengthen the professional construction of the regulatory team, and change from post-incident investigation to pre-service.
The implementation of this plan will comprehensively improve the overall quality level of Guangdong’s cosmetics industry, solve industry development pain points, provide Guangdong practice for the high-quality development of the national cosmetics industry and regulatory innovation, and help Cantonese cosmetics brands go global.
