On 12 January 2026 NMPA incorporated methods for cannabidiol and five other raw materials, plus diethylene glycol and a general phys-chem testing chapter.
The general chapter applies 1 July 2026. CBD-adjacent brands should assume they will be tested to the new method if they remain on the China market at all.
Risk is high for hemp-positioned SKUs because method + claim + ingredient legality stack.

Unofficial English translation of the NMPA announcement of 12 January 2026. The Chinese official text prevails.
NMPA incorporates into STSC:
- test methods for cannabidiol (CBD) and five other raw materials;
- a test method for diethylene glycol in cosmetics;
- the General rules for physicochemical test methods, which apply from 1 July 2026.
Existence of a test method is not the same as permission to use CBD as a cosmetic ingredient. Confirm ingredient legality separately from the method announcement. Other method-level dates are in the official text.
