The SCCS opinion (SCCS/1688/26) assesses the safety of Heliotropin (CAS No. 120-57-0, EC No. 204-409-7) in cosmetic products. The SCCS concludes that Heliotropin is safe when used up to a maximum concentration of 1.8% in fine fragrances for adults only, taking into account the possible classification as Repr. 1B under the CLP Regulation and Article 15(2)(d) of the Cosmetics Regulation. The opinion was adopted on 26 March 2026 and published on 15 April 2026.

Conclusion of the opinion: (1) In light of the data provided and taking under consideration the possible classification as ‘Repr.1B’ under Regulation (EC) No 1272/2008 (CLP Regulation) and the conditions laid out in Article 15 (2) (d) of the Regulation (EC) No 1223/2009, does the SCCS consider Heliotropin, safe when used as an ingredient in fine fragrances for adults only up to 1.8%? Based on the assessment of data provided and taking into consideration the concerns related to the possible classification as ‘Repr.1B’ under Regulation (EC) No 1272/2008 (CLP Regulation), the SCCS considers Heliotropin safe when used up to the maximum concentration of 1.8% only in fine fragrances for adults.
