Official English from the Commission “Fragrance allergens labelling” topic page. Binding conditions remain in Regulation (EC) No 1223/2009 as amended, including Regulation (EU) 2023/1545.
According to Article 19(1) of Regulation (EC) No 1223/2009, cosmetic products should list their ingredients on the packaging. Perfume and aromatic compositions and their raw materials may be referred to as “parfum” or “aroma”. Substances for which the Cosmetics Regulation provides individual labelling are an exception to that terminology.
The Commission page records that 26 fragrance allergens were subject to individual labelling under Annex III, and that following SCCS advice the Commission amended Annex III (Regulation (EU) 2023/1545) so that additional fragrance allergens are labelled individually.
