NMPA issued Opinions on deepening reform of cosmetics supervision and promoting high-quality industry development. The document has six parts. Part I sets the guiding ideology and main goals:

By 2030, the legal system for cosmetics supervision is to be more complete, the standards system sounder, technical support stronger, industry innovation more vigorous, risk-prevention capacity comprehensively strengthened, and quality and safety significantly improved.

The Opinions are a policy roadmap. They are not a registration form. Later 2026 instruments (including Announcement No. 70, Announcement No. 59 and GB 7916) are where individual duties become specific. A same-day official interpretation and a 24-measure poster were also published.
