MoCRA told FDA to write GMP, fragrance-allergen labeling, and asbestos test-method rules. Those projects slipped or were withdrawn/re-scoped during 2025–26.

Official English from FDA’s MoCRA overview (rulemaking status as FDA maintains it).
FDA’s MoCRA page states that MoCRA directed FDA to issue certain additional regulations, including:
- good manufacturing practice regulations for cosmetics;
- fragrance allergen labeling requirements;
- standardized testing methods for detecting and identifying asbestos in talc-containing cosmetic products.
