On 28 November 2025 FDA withdrew its proposed rule on standardized methods to detect asbestos in talc-containing cosmetics, saying comments warranted more work.
Talc powder brands should not celebrate: retailers and plaintiffs still exist, and MoCRA still told FDA to set a method.

FDA (talc page, 28 November 2025): FDA announced the withdrawal of the proposed rule titled “Testing Methods for Detecting and Identifying Asbestos in Talc-Containing Cosmetic Products,” which published in the Federal Register of 27 December 2024.
FDA: “FDA is taking this action in response to comments received during the comment period for the proposed rule that warrant further consideration and assessment prior to issuing final regulations to establish and require standardized testing methods for detecting and identifying asbestos in talc-containing cosmetic products pursuant to section 3505 of the Modernization of Cosmetics Regulation Act of 2022.”
The proposed rule published 27 December 2024 (89 FR 105490) is withdrawn as of 28 November 2025.
