Labels on cosmetics are a very important part of how people decide what to buy because they are the main way to find and explain basic information, product features, and safety warnings.
Cosmetics sold in China must have Chinese labels, in accordance with the pertinent clauses of the “Regulations on the Supervision and Administration of Cosmetics” and the “Administrative Measures for Cosmetics Labeling”.
Standard Chinese characters must be used on the Chinese labels of cosmetics, and if extra words or symbols are used, they must be explained using standard Chinese characters on the same side of the product that can be seen.
Starting on January 1, 2022, brands must provide safety-related information for preservatives, sunscreen, coloring, hair dyeing, and freckle whitening functional raw materials when submitting a cosmetics registration or filing application in accordance with the “Regulations on the Management of Cosmetics Registration and Filing Materials”. Additionally, all ingredients for cosmetics must file by 2023 and provide all safety-related information.
The specific content of the safety information involves the composition of raw materials, the recommended amount of addition in cosmetics, usage restrictions, description of the type of production process, quality control requirements, and limit requirements for risk substances.
With the launch of the cosmetic raw material safety information registration platform, cosmetic raw material manufacturers or their authorized companies have successively logged on to the platform to submit information on raw material safety. After the raw material safety-related information is submitted through the information platform, the raw material notification code is automatically generated, that is, each raw material has its own “ID number”.
The efficiency of cosmetics registration and filing is increased by allowing cosmetics registrants and filing persons to only fill out the raw material notification code provided by the platform’s associated raw material manufacturer. This eliminates the need to repeatedly fill out the detailed raw material safety information.

Changed some hair dye ingredients among ingredients that require restrictions on use to ingredients or banned for use in cosmetics ( Annex 1, Annex 2)
The cosmetics business formally entered the era of efficacy evaluation on January 1, 2022 in China. In the era of efficacy, how well a product works is at the center of how it is made. Understanding the standards for claim evaluation and classification of cosmetic effectiveness is crucial.
This article analyzes the criteria for the Efficacy Claim Evaluation Project according to the “Cosmetic Supervision and Administration Regulations,” “Cosmetic Classification Rules and Classification Catalog,” and “Cosmetic Efficacy Claims Evaluation Specifications.”
The effects of cosmetics under the new laws are split into 26 claim categories Plus 1 new effect, as per “Cosmetics Classification Rules and Classification Catalog” . Different Claims either can be exempted for data submission or necessary to submit efficacy testing reports, research documents, human clinical trials, or Consumer using data to support your claims.
1. Exemption of Data Submission
The claims that are related to the senses of sight, smell, and other senses may immediately be identified as exempt from submitting materials or abstracts to support the claims.
(1) Cleaning
Cleaning is the process of removing dirt and other things from the surface of an application site.
Examples of claims include “wash,” “clean,” “clear” “bath” “shampoo,” “hair cleaning” etc.
(2) Makeup remover
To remove used parts of makeup and other cosmetics.
(3) Beauty modification:
It is used to temporarily change the appearance of the used part to achieve beautification, modification, and other functions, and it can be restored to its original state after cleaning and removing makeup. Note: Products such as artificial nails or solid decorative objects (such as false eyelashes, etc.) do not belong to cosmetics.
Examples of claims: concealer, conceal, cover, isolate, beautify, retouch, fix. Fixed color, long-lasting makeup, beautiful lips, dazzling, gorgeous, beautiful color, magic color, wind color, rich color, fashion, glamour, charming, eyelash curling, eyelashes dense, eyelashes curling, Temporary hair coloring that can be restored to its original state after cleaning.

(4) Aroma:
Definition: It has aromatic components, which help to modify body odor and increase fragrance.

(5) Body Cooling:
Definition: Helps keep skin dry or enhance skin cooling. Note: Products for pathological hyperhidrosis are not cosmetics.
Since January 1, 2023, Cosmetics Brands will be mandatory to fill in the complete safety information of each cosmetics raw materials when doing the notification or registration of the products in China. What is the raw material Submission Code?
Answer:
In order to promote the level of raw material safety management in China’s cosmetics industry, the National Medical Products Administration established a cosmetic raw material safety information notification platform. Raw material factories are necessary to fill in the raw material safety information and be granted a safety notification code.
Cosmetics registrants and filing persons can submit the code provided by the raw material manufacturer when they register cosmetics products and do not need to repeatedly fill in the detailed information.
Question 02:
What is the benefit for raw materials manufacturers to acquire the Notification code?
Answer:
Since January 1, 2023, Registration or Notification of Cosmetics in China must submit the raw material safety information either directly fill to the platform or through a safety notification code from the raw material manufacturer.
So first of all, It is highly recommended raw material manufacturers obtain the notification code so the clients don’t need to repeatedly fill in the raw material information.
Secondly, it will help to protect your raw materials’ intellectual property, because when Cosmetics brands fill the code, the relevant documents will not be revealed. But if you let the brands do the notification, you need to provide them with full information about the raw materials.
Thirdly, it is also a good promotion point for raw material products.
Question 03:
How long will the raw material safety notification take?
Answer: 1- 5 working days after the information is fully collected. But It will take a few more days to get your local business license to be notified which depends on your local notary office.

What information is required for the reporting of the raw material reporting code?

The main body certification document of the raw material manufacturer
The authorization letter issued by the cosmetic raw material manufacturer

Is it a problem here?
Answer: No Worries, when the raw material notification code is generated, the formula for raw material safety information will not display the composition ratio of the raw material, nor the information of the raw material manufacturer.
When the raw material notification code is used for cosmetic filing (registration), the raw material safety information document is not displayed, only the raw material reporting code is displayed.
