On August 17, 2022, Taiwan FDA issued Circular No. 1111608018, revising the safety guidelines for children’s cosmetics.
News: Taiwan FDA Amends “Safety Guidelines for Cosmetics for Children”

For cosmetics that are expressly or impliedly intended for use by children, the following articles should be noted:
◆Under foreseeable circumstances, it should be healthy and safe for children under normal use, usage and dosage.
◆ The ingredients with safe use history should be used first, and the use of flavors, fragrances, colors and preservatives should be reduced.
◆ For children under 3 years old, the microbial count should be below 100 CFU/g or CFU/mL, and Escherichia coli, Pseudomonas aeruginosa, Staphylococcus aureus and Candida albicans should not be detected.
◆ It should be noted that its appearance, smell, color, packaging, labeling and capacity should be clearly distinguished from food and related products, so as to avoid children’s accidental eating and harm to health.
◆ In order to prevent children from using it in an inappropriate way, it is recommended to mark it with “For the safety of children, please use it under the supervision of an adult” or words with the same meaning.
◆ When packed in a pressurized container, it is recommended to label “Please avoid spraying into eyes. Do not damage the container or incinerate the product. Avoid direct sunlight, and store in a cool place. Avoid close to fire or heat sources.” or equivalent typeface.
◆ Cosmetics containing Salicylic acid, Calcium salicylate, Magnesium salicylate, MEA-salicylate, Sodium salicylate, Potassium salicylate, TEAsalicylate should be marked with the precautions “Not for use by children under 3 years old” (except shampoo cosmetics).
◆ Cosmetics containing Hydrogen peroxide and Urea peroxide should be marked with precautions “Not recommended for children under the age of 12”.
◆ Products containing fruit acid and its related ingredients in cosmetics should be marked with the precautions “Babies and children should not use this product”.
◆ Cosmetics contain ingredients such as Camphor, Menthol and Methyl Salicylate. It should be noted on the product label or package that it is not recommended for children under 2 years of age.
◆ Cosmetics for nails contain Toluene, which should be marked with precautions to avoid contact with children.
◆ Cosmetics contain Thioglycolic acid, Potassium hydroxide and Sodium hydroxide, and the precautions should be marked “should be stored out of reach of children”.
◆ If the non-medicinal toothpaste has a fluoride content of 0.1 to 0.15%, if there is no label prohibiting the use of children, it should be published “The maximum size of a grain of rice per time for children under 3 years old; it is recommended to use a maximum of peas per time for children aged 3 to 6 years old. size, and try to avoid swallowing.”
◆ Non-medicinal toothpastes and mouthwashes contain Strontium compounds, which should be marked with precautions “Not recommended for frequent use by children”.
◆ Cosmetics contain talcum powder (Talc), it is recommended to keep away from the mouth and nose when used by children.
◆ Cosmetics containing Indopropynyl butylcarbamate should be marked with the precautions “Children under 3 years old should not use (bath and shampoo products are exempt from the precautions)”.
◆ Oral, lip and eye cosmetics contain Silver chloride, and the precautions should be marked “Children under 3 years old should not use it”.
◆ Cosmetics containing Butylparaben, Propylparaben, Propylparaben, Sodium propylparaben, Sodium butylparaben, Potassium butylparaben, Potassiumpropylparaben should be marked with precautions and should not be used in products that are not immediately rinsed in the diaper area for children under 3 years old (immediate rinse products can be exempted from this attention matter).
◆ Cosmetics containing Ethyl lauroyl arginate HCl should be marked with precautions “Not for use by children under the age of 10”.
