Note: 7 Testing Methods just published by NMPA, includes Freckle, Whitening Efficacy Tests, and In Vitro Tests.

The National Medical Products Administration (NMPA) organized 7 draftings of Testing methods which have been reviewed and approved at the plenary meeting of the Cosmetic Standards Expert Committee and are hereby released as The revised or newly added inspection methods of the “Cosmetics Safety and Technical Standard (2015 Edition)” shall be included in the corresponding chapter of the Standard (see Annex 1 for details).

  1. “Methods for the Inspection of Preservatives in Cosmetics”, 
  2. “Methods for the Inspection of Boric Acid and Borate in Cosmetics”, 
  3. “Methods for the Inspection of 32 Components in Cosmetics including Para-Phenylene Diamine”
  4. “8 kinds of Retinoic Acid in Cosmetics” Component Inspection Method, 
  5. “In Vitro Mammalian Cell Micronucleus Test Method”, 
  6. “Test Method for Anti-freckle and Whitening Effect of Cosmetics”, 
  7. “Test Method for Anti-hair Loss Effect of Cosmetics”, 

Among the above 7 Testing Methods, the first 4 are revised from current Cosmetics Safety and Technical standards, which will be implemented from May 1, 2021; The last 3 methods: One In Vitro Testing Methods and Two efficacy testing methods are newly added to Cosmetics Safety and Technical standards and become effective as the date of this notice.

From the 3 newly published testing methods, we should be aware that efficacy testing is inevitable coming on the way, NMPA added efficacy testing such as  Anti-freckle, Whitening Effect, and Anti-hair Loss Effect to fulfill the efficacy claim management in the not long future. Meanwhile, we still should keep faith to China cosmetics cruelty free since NMPA still adding the matured In Vitro testing into the testing standards.
