According to the “Regulations on the Supervision and Administration of Cosmetics”, the “Determination of 5 Components including Mupirocin in Cosmetics” has been approved by the State Drug Administration and is hereby released.

In order to standardize and guide the registration application and technical review of special freckle and whitening cosmetics, and to ensure the quality and safety of cosmetics, according to the “Cosmetics Supervision and Administration Regulations”.
The Cosmetics Department of National Medical Products Administration (NMPA) organized to draft the Technical Guiding Principles of Special Cosmetics for Freckle Removal and Whitening (Draft for Comment) (Annex 1) and drafting instructions (Annex 2) are now open to the public for comments.

After the State Administration of Market Regulation, the Health Commission, and the General Administration of Customs jointly issued a document calling for the suspension of gold foil food, lately, Guangdong National Medical Devices Administration (Guangdong NMPA) issued a consumer warning article regards to the Gold Cosmetics. Although the heavy metals “gold” and “platinum powder” have not been included in the list of prohibited raw materials for cosmetics, it does not mean that the relevant raw materials can be used in cosmetics at will.

According to the insight of the CosmeticsBridge, the filing/Notification of China cosmetics brand’s new Skin Rejuvenating product was just rejected by the National Medical Products Administration(NMPA). The rejection opinions show “it is a water-based formula, but no permitted use preservatives are added, which may lead to the risk of spoilage and deterioration of the product during the shelf life. Please provide additional evidence to ensure product quality during the shelf life. “.
It should be noted that the “preservatives” mentioned in the rejection feedback refer to “permitted use preservatives”. In December 2015, China FDA (Now NMPA) issued the “Cosmetics Safety Technical Standards” (2015 Edition) in which Chapter 3, Table 4, is a list of preservatives for use in China, and a total of 51 preservatives are included. In the list, it is clearly defined the types of preservatives, the maximum allowable concentration, the scope of use, restrictions, and labeling requirements
The “Preservatives Free” claim on the market today mainly refers to the products without the above-mentioned permitted preservatives, but in fact, other ingredients have the same functions as so-called “off-table preservatives”.
In order to further improve the technical standards of cosmetics, our institute has organized the compilation of “Testing Methods of 40 Raw Materials such as Ethyl Acrylate in Cosmetics (Draft for Comment)”
and “Test Methods for 24 Raw Materials such as CI59040 in Cosmetics”Testing Methods (Draft for Comments)”
and “Testing Methods for 8 Raw Materials such as Thioglycolic Acid in Cosmetics (Draft for Comments)” (Appendix 1-3) are now open to the public for comments.

The Ministry of Food and Drug Safety (MFDS) of South Korea reacted to the risk assessment results and overseas regulatory trends to designate raw materials that cannot be used in cosmetics and raw materials that require restrictions as attached to the partial revision of「Regulations on Cosmetic Safety Standards, etc. 」, please refer to the revised notice for your work.
○ Main contents 1. Addition of prohibited ingredients for cosmetics and strengthening of restrictions on use ( Annex 1, Annex 2) 2. Establishment of exception conditions for raw materials that cannot be used in cosmetics ( Annexed Table 1 of the draft) 3. Addition of raw materials that can be used as hair dye and set upper concentration limit ( Annex 2)
4. Revision of terminology according to clarification of raw material names and revision of higher laws ( Annex 2 and 3 of the draft)
The Ministry of Food and Drug Safety of Korea has entrusted the cosmetic type and precautions for each type by public notice due to the「Cosmetics Act Enforcement Rules」 (Prime Minister’s Decree No. 1795, amended on February 18, 2022, and enforced on June 19, 2022)
The necessary matters were announced as part of the “Regulations on precautions when using cosmetics and labeling of allergens” as attached, so please refer to them in your work.

Tmall issued the “Tmall Children’s Cosmetics Publishing Specification” on July 5 and it will take effect on July 12, 2022.
This specification applies to merchants who sell children’s cosmetics products on Tmall.
The term “children’s cosmetics” refers to cosmetics that are suitable for children under 12 years old (including 12 years old) and have the functions of cleaning, moisturizing, cooling, sun protection, etc.
Meanwhile, cosmetics that express or imply the product can be used by children in trademarks, Patterns, texts, homophonic, letters, pinyin, numbers, symbols, packaging forms, etc. are also regarded as children’s cosmetics.
For example: If sellers imply a beauty toy can be used for children’s make-up, it will be treated as children’s cosmetics. The products claims “applicable to all people”, “family use” etc. are regarded as Children’s cosmetics as well.
The specification highlights that the claims of children’s cosmetics should follow the below principles which accordance with the “Regulations on the Supervision and Administration of Children’s Cosmetics”.
