Labeling & Formula Standards for Selling CBD, Cannabis, Hemp Cosmetics in Thailand

Since the unlocking of hemp cosmetics last year, in order to drive and promote the use of cannabis and hemp in cosmetics, Thailand FDA has issued 5 announcements permitting and guiding the use of CBD, cannabis, hemp in cosmetics and medical-related products as follows:

1. Announcement of the National Drug System Development Board Re: National List of Essential Medicinal Herbs B.E. 2021

Medicinal use of Inflorescence cannabis oil contains delta-9- tetrahydrocannabinol (THC) 2.0 mg/ml, cannabis extract oil containing 100 mg/ml cannabidiol (CBD) and delta-9-tetrahydrocannabinol ( THC) in a ratio of CBD:THC greater than or equal to 20:1 and cannabis extract oil containing delta-9- tetrahydrocannabinol (THC) and cannabidiol (CBD) at a ratio of 1:1. 

Cannabis extract oil pills containing no more than 0.5 mg/drop of delta-9-tetrahydrocannabinol (THC) can be used as an adjunct to or in combination with standard therapy in the treatment of nausea. vomiting from chemotherapy and for adjunctive therapy in patients with late-stage cancer with insomnia, loss of appetite, or moderate to severe pain. that can’t or won’t work with standard medicine Prescribe the drug by a practitioner of modern medicine who has passed the training course. Use medical marijuana approved by the Ministry of Health.

2. Notification of the Ministry of Public Health Re: Use of Cannabidiol-Containing Extracts from Hemp and Hemp in Cosmetics B.E.

Ingredients from cannabis or hemp extraction limit the tetrahydrocannabinol. (tetrahydrocannabinol, THC) not more than 0.2% by weight.

Do not use synthetic cannabidiol under the conditions:

1. Do not use in oral products. or products used in hidden areas

2. The raw materials used must contain no more than 0.2% THC contaminants.

3. In the case of ready-to-use cosmetics, oil or soft gelatin capsules must contain no more than 0.001% of THC.

3. Announcement of the Cosmetics Board Re: Labels of Cosmetics with Ingredients Cannabidiol-containing extracts from cannabis and hemp, 2021

It must display a warning about the potential hazards to human health. or a message to protect consumers (if any) and if there is any substance in the formula that must show a warning according to the announcement of the Cosmetics Committee on the matter of warning to show such warning as well.

In addition, the manufacturer for sale or a contract manufacturer of cosmetics with extracts containing cannabidiol from cannabis and hemp mixtures, the concentration of cannabidiol must be shown. on the label as a percentage by weight (weight by weight). 

Subject to the following Warning Labeling:

1. All products except oil form or soft gelatin capsules.  

Warning on the label:

– The product may cause an allergic reaction or irritation. 

– If used and there is any abnormality that occurs, must stop using. and consult a doctor or pharmacist 

2. Products in the form of oil or soft gelatin capsules 

Warning on the label:

– Do not eat. 

– The product may cause an allergic reaction or irritation. 

-If used and there is any abnormality that occurs, must stop using. and consult a doctor or pharmacist

4. Notification Of The Ministry Of Public Health Re: The Use Of Hemp In Cosmetics B.E. 

The Residues from hemp extraction contain tetrahydrocannabinol. (tetrahydrocannabinol, THC) must not exceed 0.2% by weight.

However, the hemp portion must be dried. and must be used for cosmetic purposes only and do not use in oral products or products used in hidden areas In the case of ready-to-use cosmetics, there must be no more than 0.2% THC contaminants.

5. Announcement of the Cosmetics Committee Re: Display of Warnings on Labels of Cosmetics Containing Hemp, B.E. 

Manufacturers for sale or contractors producing cosmetics that contain hemp as an ingredient in the production of cosmetics Warnings must be displayed as specified:

     – The product may cause Allergies or irritation 

     – If used and have any abnormalities occur, must stop using and consult a doctor or pharmacist.
