Cosmetics Manufacturers and Distributors must be aware that exporting cosmetics to Indonesia shall mandatory compliance with the Halal requirements and it will be enforced until 2022.
According to the Halal Law that came into effect on October 17, 2019, consumer products such as food and cosmetics that are imported, distributed and traded in Indonesia must now be certified as Halal products and the cosmetics are required to be implemented until 2022, which means only Halal Cosmetics can be imported to the Indonesia markets.
A new Halal Products Certification Agency was established (BPJPH) under the Ministry of Religious Affairs that will issue Halal certificates. However, to be noticed that, due to the lack of preparation and insufficient infrastructure, the Halal certification management is returned back to the Indonesian Ulema Council Assessment Institute for Foods, Drugs, and Cosmetics (LPPOM MUI) since Dec. 2019. In association with the Halal law, the government issued regulation 31,2019 to further clarify the requirements of Halal compliance in Indonesia.
Reg. 31 2019 states that Cosmetics products imported to, distributed in, and traded in the territory of Indonesia are required to obtain a halal certificate. The Halal certificates shall be issued by the BPJPH. For foreign companies who have already certified Halal cosmetics, they shall make sure the Halal-certified agency must already be registered with the BPJPH and comply with all Halal rules and regulations in Indonesia.
If the Halal-certified agency is registered in BPJPH. Foreign Halal brands can file the application to BPJPH through their agency with necessary application forms and detailed descriptions of cosmetics along with the Halal certification. BPJPH will review the process and issue a registration number that must be put on the package before the importing cosmetics to Indonesia.
