Game-Changing: China Passed two of New Cosmetic Ingredients

On June 29, NMPA (National Medical Products Administration) announced two new domestic cosmetics raw materials have been approved successfully which are Acetylneuraminic Acid and Lauroyl Alanine. 

This is the first successful case of New cosmetics ingredients notification under the “Cosmetics Supervision and Administration Regulation” (referred to as the “CSAR”) which just been implemented on May 1st, 2021. From now on, China officially loosens the leash on the cosmetics ingredients supervision for the first time in 30 years.

From 7 years to 2 months 

In 2014, lauroylalanine was initially been submitted to CFDA for New cosmetics registration. However, the registration process turns into a disaster with countless documents supplements, and evaluation procedures but without any hope in the past 7 years. 

The reason causing this problem is due to the “Regulations on Cosmetics Hygiene Supervision” promulgated in 1989 adopted nongraded registration management for all new raw materials, and the technical evaluation criteria are difficult to grasp, China has only a small number of new cosmetic raw materials has been Approved. Data shows that from 2009 to 2019, there were only 4 new cosmetic raw ingredients approved.

Fortunately, In June 2020, the “CSAR” was officially released, clarifying that the new cosmetic raw materials will be supervised as high-risk ingredients registration and low-risk new cosmetic raw materials notification. 

The Notification process becomes much easier and time-saving. On May 1st, 2021, the cosmetics smart application review system called ECSIE went live, and the ingredient lauroylalanine was submitted again as low-risk new cosmetics materials for notification to NMPA. Then it gets approved less than two months. From 7 years to 2 months, it changes everything in China’s cosmetics ingredient markets. 

It is worth noting that after a successful notification of new cosmetics ingredients, the ingredients will enter 3 years monitoring period. Within the period, the cosmetics ingredients filing person has the responsibility to submit an annual report of the ingredients usage status. But other cosmetics companies who want to use this new raw material should be authorized by the filing person through the notification system within the monitoring period. 

The successful notification of the two new raw materials is a milestone of the China cosmetics ingredients administration. For the company that is really willing to enter the Chinese market with their innovative cosmetics ingredients, this could be the best time for them.
