Exclusive: Implementation Timeline of the China New Cosmetics Registration Policy

On 1st April, the New Cosmetics registration and notification platform in China released the enterprise information management module for the account application. Cosmetics registrants, filing persons, responsible persons, and cosmetic manufacturers shall apply for the new account on the new platform. The platform will be gradually released modules, functions, and requirements according to the following timeline:

-April 1, 2021

The platform released the enterprise information management module for account application of cosmetics registration and notification.


-April 6, 2021

Mobile SMS verification code security check function will be added to the system. If you would like to change the mobile number, you should apply on the system before April 6 or contact NMPA reception to change it.

-May 1, 2021

Registration platform:

  1. From May 1, 2021, the platform will release the General Cosmetics Registration Management and Special Cosmetics Registration Management Modules. Cosmetic registrants, filing persons, and responsible persons should apply for special cosmetics registration or general cosmetics registration through the new registration and notification platform.
  2. From May 1, 2021, the original cosmetics administrative management system will no longer accept special cosmetics registration applications or general cosmetics notifications.

Raw materials:

Starting from May 1, 2021, the registrant and filing person shall fill in source and trade names information of raw materials in the formula. Some ingredients also need to provide Certificates of Analysis (COA) which are required according to “cosmetic safety technical standard”.

-January 1, 2022

General Cosmetics

From January 1st, 2022, the general cosmetics notification will be required to implement the annual report system. The filing person should submit the Annual report of general cosmetics to the new registration and filing platform from January 1 to March 31 of each year.


Special cosmetics:

Starting from January 1st, 2022, when applying for the registration of anti-freckle whitening and anti-hair loss cosmetics, the registration applicant shall submit a human efficacy test report that meets the requirements in accordance with the regulations


Functional ingredients:

Since January 1, 2022, the registrant and filing person shall provide safety information of the functions of preservative, sunscreen, coloring, hair coloring, safe whitening.

-May 1, 2022


For freckle whitening and anti-hair loss cosmetics:

The freckle whitening and anti-hair loss cosmetics that apply for and obtain a certificate from May 1, 2021, to December 31, 2021, the registrant should submit a Supplement of the human efficacy test report that meets the requirements before

-May 1, 2022

Additional Materials Supplements:
For cosmetics that have been registered or notified at the original registration and filing platform, the registrant and filing person should submit Product implementation standards, product labels, Domestic made General cosmetics product formula, upload the sales package of the special cosmetics before May 1, 2022, on January 1.

-January 1, 2023

Safety information for all raw materials:
From January 1, 2023, the registrant and filing person shall provide the safety-related information (Certificate of Analysis) of all raw materials in accordance with the requirements of the “New Cosmetics Safety and Administration Regulations.” For cosmetics that have been registered or completed the filing/notification before, the registrant and filing party shall provide supplementary of all the raw materials safety information before May 1, 2023

-May 1, 2023

Anti-freckle whitening and anti-hair loss cosmetics:
For freckle-removing, whitening, and anti-hair loss cosmetics that have been applied for and registered before May 1, 2021, the registrant shall submit a supplementary human efficacy test report before May 1, 2023.
